Two memes in one photo! Congratulation! ;-)
Though I am not so sure if this one really qualifies as a REAL hydrant. Looks more like the usual drinkwater fountain you find in France everywhere.
By the size of the spout I would say that you are right. It does look hydranty though.
It does. Even American-stylish with its cap.
